Is it just me that finds this “strange;” more money to other countries

In the world of the federal budget, it’s not even a rounding error, it’s peanuts, but I can think of several ways $2 million could help with education for a lot of kids in the U. S. or perhaps health care or, I don’t know, a few seconds of the accumulating deficit. I wonder if China plans on sending a few million to us to help with compliance of a law or two. I find this amazing.
