If you were an insurance company and you were taking the unknown risk for the people enrolling in Obamacare marketplace plans, what is the one thing you would want before setting premiums for 2015?

You would want as much actual claim experience as possible for your enrolled population. You would also want as much medical history information as possible to assess the potential claims through 2014, especially given you cannot consider pre-existing conditions.

But that information is not going to be available. Consumers can sign up for 2014 plans as late as March 31. And, if an insurer wants to sell policies in the marketplace in 2015, they must submit their 2015 premiums by the end of May 2014 (and possibly by the end of April).

That means at most four months experience and for many people a lot less. Would you take that risk? The bureaucracy rules❗️Insurers should have at least through July 2014 to gain claim experience if there is any hope of accurate premiums for 2015. With such a tight schedule and high risk, some insurance companies may simply take a pass on offering coverage in 2015 adding to the confusion.

We have a long way to be before claiming success for the Affordable Care Act.

  1. I’m guessing that is why I got a recent request to answer a survey from my insurance co. “In how good of health are you …. excellent, very good ,…..” . ” Do you have more than 5 prescriptions”. ” Did you visit the emergency room more than 3 x’s last year.” And so on.

  2. this is what you get when you have a bunch of academicians writing law who have no clue as to how things play out in the real world .Remember…..just sign it and than we can figure out what’s in it.?, I may be dead wrong but two predictions i made last year i feel still hold…1)….aca….will not be repealed….but modified…2)…insurance companys will be bailed out by the billions ….after all we can not expect those who are in the” risk business” to take to much risk….now can we?
