About that intergovernmental holdings [1]; that’s where Social Security Trust Funds are accounted for. As of the end of 2013 that amount was about $2.7 trillion, more than half of the holdings.
[1] Intragovernmental Holdings are Government Account Series securities held by Government trust funds, revolving funds, and special funds; and Federal Financing Bank securities. A small amount of marketable securities are held by government accounts.
