They know full well the 77% is not what it appears to be. And they use it to imply pay discrimination. They therefore are disrespecting voters and playing them for fools.
Yes, there are pay gaps between men and women, but these gaps are not generally caused by outright discrimination, but rather factors like hours worked, time in the workforce and the type of jobs held by men and women.
By using the 77% statistic politicians create the impression that all things being equal a man and woman doing the same job are intentionally paid quite differently. With rare exceptions that simply is not true and they know it.
