  1. Never say Never, could it be a repeat of 2010 and 2011 zero COLA. If 2016 goes into a recession like many economist believe it will surely be no COLA in 2017. But the Congress has helped to make sure that does not happen. By lifting the ban on exporting U.S. oil, I am sure the oversupply in the U.S will be gone by the summer driving season. With gasoline climbing to $3 per gallon nation wide by summer, I am sure it will be enough to get us at least a 1% COLA in 2017. No real gain because we will be paying more at the pump and store as food prices continue to rise.
