This is an interesting article; no doubt one of those complex social problems the Democrats love to “solve.” So what is the problem, the rules for Social Security, people doing stuff to end up in jail, illegally paying people cash that is never reported as taxable income, broken families, or is it illegal immigrants using false ID? 😏
You may think you know the answer, but I’m guessing the politically correct answer (at least on the left) is that the problem is people being denied Social Secirity benefits they deserve.
Choose your answer and you will know on which side of aisle you will find your seat. 😉

Even in this period of intense national debate over the national debt, Americans fiercely want to protect Social Security from benefit cuts. But while 40 million seniors received retirement support from the program in 2012, about one in 10 seniors in the United States don’t qualify for Social Security, leaving many without a safety net.

Of the approximately four million U.S. seniors not receiving Social Security old-age support, a disproportionate one-third are ethnic elders. In fact, according to the U.S. Census, one-in-six African-American, one fifth of Latino—and nearly one-in-three (29 percent) Asian American and Pacific Islanders (AAPI) seniors cannot draw on the national retirement pension program to make financial ends meet.
Blacks ‘under the radar’
Many older African-Americans who don’t qualify for Social Security “have lived under the radar because they have worked in domestic roles and been paid cash for their labors” with no contributions going to the program, said Karyne Jones, president and CEO of the National Caucus and Center on Black Aging (NCBA) based in Washington, D.C.
Jones continued, “With most women, it’s the child rearing and caregiving years that don’t rake up any credit towards Social Security.” She added, “Let us not forget chronic unemployment.”
Also affecting access to Social Security support, she and other experts said, may be the high incarceration level among Black men. As they get released at older ages, many will end up with little or no Social Security benefits. This would leave their spouses with inadequate incomes later in life.

QUINNSCOMMENTARY 
Well, I don’t know about 4MM however, I know two of them, both ethnic minorities, who came to this country to join existing family (son and daughter), having never contributed to any such program. In fact, one of them is simply thankful of being able to enroll in PPACA (mom is “lawfully present” having arrived in the US just earlier this year) and because she is not eligible for Medicare, the now 70+ year old mom gets public exchange coverage at 2% of her earnings, which are just barely above 100% of FPL. She lives in a state that has expanded Medicaid, so, I suspect once she stops working, she will qualify.
Clearly, this is who the Democrats were concerned about when they came up with PPACA.
With respect to those who never paid in any taxes (never completed 40 quarters with minimal earnings), those who spent their adult lives in jail, I have little sympathy. They are (and should be) candidates for charity to the extent they are unable to support themselves.
Isn’t that what FDR and the democrats who champion Social Security intended? Isn’t that what LBJ and the democrats who champion Medicare intended?
